<p>The <a href="http://www.inap.mx/portal/">National Institute of Public Administration or Instituto Nacional de Administración Pública, A.C. or INAP </a>has many functions. Located in Mexico City, INAP provides curricula of study and consulting and technical assistance. A model of efficiency, this institution is organized itself into divisions. These divisions are as follows: The National School of Government Professionalization provides training; The Consulting Centre of Public Administration provides consulting; The Center for Organizational Improvement in Public Administration contains the library and provides data analysis, incentives for research, and access to publications; Virtual Centre of Public Administration; and Directorate of Administration and Finance which is dedicated to finance and accounting, human resources administration, and general services computing. José R. Castelazo has been President of INAP since 2011, and his term continues through until 2014. As President, Mr. Castelazo oversees the administration of the programs and the resources of the Institute. He addresses the General Assembly and Board of Directors with proposals of fund delegation and staff appointments. Mr. Castelazo’s involvement with <a href="http://www.inap.mx/portal/">INAP</a> began in September 2002 when he was appointed to the position of Executive Secretary. At the National Institute of Public Administration he has been active in promoting a specialization in Government policy, and government, metropolitan, and regional administration.</p>
<p>The Universidad Nacional Autonoma de Mexico is José Castelazo’s academic home in two senses. He earned his Degree in Political Science and Public Administration here, and in 1969 he began teaching there. In addition he taught at El Colegio de Mexico.<br />
He has coordinated local publications such as <em>The Challenge </em>(Interior Ministry, 1987) and<em> Government Efforts in Mexico </em>(IPONAP, 1988). He founded and directed <em>Link Magazine</em> of the National Political Science and Public Administration. Additionally, he has authored more than 20 articles in specialized topics. As a lecturer he has spoken nationally and internationally at public and private forums. José Castelazo has held various executive and administrative positions in: the Federal Electricity Commission; the Federal District; the Nacional Financiera; Banrural; the offices of Commerce, Land Reform, Health and Welfare, and Urban Development and Ecology; and the Office of the Presidency of the Republic. He is also the Vice President of the International Congress of the International Institute of Administrative Sciences, IIAS, for Latin America and is in constant contact with the Brussels office. This year he is Chairman of the Local Organizing Committee for the Annual International Congress of the IIAS which will be held in Mérida, Yucatán, Mexico, from June 18 to 22. The theme for this year’s congress is Socioeconomic Priorities and Public Administration and will offer topics such as: the Democratic Governance for Socio Economic Development, E-Government, Instruments to Strengthen Trust, and Public Value - the Case of Tourism.</p>

<p>&#8220;Job titles don&#8217;t have much value when it comes to leading. True leadership cannot be awarded, appointed or assigned. It comes only from influence and that can&#8217;t be mandated.&#8221; This is a core theme in John C. Maxwell’s classic book on leadership, The 21 Irrefutable Laws of Leadership: Follow Them and People Will Follow You. This book is a favorite of George W. Seal, a man who has lead in many ways throughout his life’s path. Mr. Seal has served in the US Army, was a Draftsman, taught Drafting/CAD, and currently he is an Independent Regional Consultant for Ambit Energy.</p>
<p>George Seal was born in Hope – Hope, Arkansas. He was the seventh of eight children and the sixth son of seven. His birth order as one of the youngest in his family may have had some influence on him as common traits of this category are creativity, amiability, and expedience. In his youth, George also learned to be adaptable as he was raised in Oklahoma, West Texas, East Texas, and South Texas. He graduated High School and went on to study at Austin College in Sherman, Texas and Grayson County Jr. College. In 1967 he was drafted, but chose to join the Army as an OJT Supply Clerk which took him to Ft. Lewis, Washington. It was around this time and place that George met the love of his life - Pauline Joan Donnelly. They were married shortly after he was discharged from the Army. George returned to his studies at Grayson County Jr. College towards an AAS Degree in Drafting, and he was employed by Texas Instruments as a draftsman. In pursuit of a Bachelors Degree in Drafting and Design Technology he transferred to Southeastern Oklahoma State University in Durant, Oklahoma, and he worked for The Pillsbury Company as a draftsman. After receiving his degree and speaking to his best friend, George decided to become an educator. He was given a teaching position in Alvin, Texas in August 1977.</p>
<p>For the past 35 years he has been a teacher of Board Drafting and Computer Aided Drafting. CAD involves more than just making shapes; the output of CAD must convey information, such as materials, processes, dimensions, and tolerances, according to application-specific conventions. CAD is an important industrial art extensively used in many applications, including automotive, shipbuilding, and aerospace industries, industrial and architectural design, prosthetics, and many more. This past year George Seal made the decision to retire from teaching. This doesn’t mean he intended to retire from working. George has a work ethic that doesn’t rest. He has never worked only one job in all of his life. He consistently goes that extra mile, sometimes quite literally. During his time in Alvin, George drove a truck for a vacuum company for two summers. In addition he sold Amway for ten years and he was hired to draw house plans (board and computer). As previously stated he currently is an Independent Regional Consultant for Ambit Energy.  Ambit Energy provides electricity and natural gas services in deregulated markets across the United States. Their motto is, “Never sacrifice integrity for growth”. George Seals has been a member of the Lions Club International for 20 Years and he is a VIP Member of Madison Who’s Who.</p>
<p>“Never sacrifice integrity for growth”, this motto is a natural fit for George Seal, whose integrity is his way of life. His life’s major inspiration is his family. He and Pauline had a daughter and two sons. In a sad turn cancer took Pauline’s life when their children were 10, 7, and 6. He was a single parent for the next ten years. He married again, and he and his second wife added a son to the family. However, this marriage did not last and for the last two years he has been going though a divorce. To keep on the lighter side of life George enjoys golf and table tennis.</p>

The DOPC’s are used in preparing Hard Dollar Bidding or Independent Checking Contractor detail cost for Clients and/or Construction Management (CM). Types of contracts are Engineer (E), Procurement (P), Construct (C), Construction Management (CM), and Change Orders. Mr. Loftin has expert and varied project experience in the Water, Power, and Federal sectors of the company.</p>
<p><a href="http://bv.com/">Black &amp; Veatch </a>began in 1915 with 12 employees in Kansas City, Missouri. In its first year in business it landed two large contracts - one in power and one in water. The company&#8217;s strong ties with government work began in 1917, as the United States Government War Department asked Black &amp; Veatch to supervise construction of military training camps during World War I. Today, the company continues to experience strong growth across its core markets. Black &amp; Veatch currently has a global workforce of more than 9,000 working in over 100 offices worldwide with projects completed in more than 100 countries on six continents.</p>
<p>Throughout his career, Roy J. Loftin, PE has provided cost estimates for over 1,500 projects. His career has included frequent estimating assignments for North America and Latin America, in addition to overseas projects in Europe, Middle East, Africa, and Asia. Since 1982 he has been assigned as an Estimating Unit/Group Leader in Water, Power, and Federal Divisions. He is an alumni Ottawa University; it was here that he earned his Bachelors Degree of Business Operations and Administration Construction Management. Over the years Mr. Loftin has been in the US Army Corp of Engineers as a team member for Value Engineering Studies. He has earned a reputation for being an excellent team player. Roy also has a natural ability to communicate and coordinate with all levels of the company and most directly with: internal Vice Presidents and managements, project design team, vendors, contractors, and clients. In 1993 he won the Riley Woodson Outstanding Team Award – for the Black &amp; Veatch, Power Division in Kansas City. He is a member of: the Society of Manufacturing Engineers, SME; The National Society of Professional Engineers, NSPE; Professional Engineers in Industry, PEI; the Association for the Advancement of Cost Engineering International, AACE International; KES; and The American Society of Mechanical Engineers, ASME.</p>

<p>The Taiga is distinguished by pines, cedars, firs, and other such evergreen trees. It is a biome characterized by coniferous forests. This biome makes up 29% of the world&#8217;s forest cover. It is encountered in inland Canada and Alaska, those areas deemed the Northwoods in the northernmost areas of the continental United States, much of Russia, northern Kazakhstan, northern Mongolia, and northern Japan, and last but not least most of Scandinavia. In Alvsbyn, Sweden artist <a href="http://www.janfk.se/">Jan Karlsson</a> found his muse in the northern taiga. Its animals and the genuine scenery of its landscape provide ample subjects for his canvas. Presently, oil-paint is his medium. He has a background in lead pencils, felt pens, poker-work, and colored pencils. As his paintings have been well received, Mr. Karlsson has been sought out many times as an illustrator for different hunting-magazines and books, and he has taken part in television programs.</p>
<p>The remarkable abilities that <a href="http://www.janfk.se/">Jan Karlsson</a> exhibits on canvas are made all the more impressive by the fact that he is an autodidact, he is completely self-taught. He gives credit to his environment as a powerful influence. The four seasons in Alvsbyn, Sweden have a heightened quality and range from a winter day’s spectrum of darkness to the ever-shining midnight sun of summer. Speaking about his work, Jan says, “As an animal and landscape artist my greatest interest is to see the connections in nature, then depict and express events and atmosphere in the landscape. What I mainly paint or draw are the untouched genuine milieus which exist and have existed in the north of Sweden. In my paintings there often is an animal which dominates. There is an event carried out by the animal. The animal is active, doing something, and this is appreciated by the onlooker.”  His paintings are shown in various galleries throughout Sweden and also at group exhibitions with other nationally known animal and landscape painters. Painting is his main occupation in life and a hobby in the sense of being an activity or interest pursued for pleasure or relaxation.  He also enjoys any pastime that gets him out into nature, like skiing.</p>

<p>Pediatricians, the wide world over, dedicate their practice and expertise to the health, safety and well-being of infants, children, adolescents, and young adults. In Puerto Rico’s medical facilities are among the finest in the Caribbean and their health standards are generally comparable to those of the United States. Dr. Cristina Jimenez-Gonzalez practices Pediatrics at the Lares Doctor’s Clinic in Lares, Puerto Rico. Her practice administers to newborns, infants, children, and adolescents.</p>
<p>Lares is a beautiful town up in the green mountains of northwestern Puerto Rico. One could consider it very child friendly because one of this place’s claims to fame is an ice cream shop, Heladeria Lares. It has been reported that they have created recipes for 1,000 flavors in their 34 years in business, but only 45-50 are available daily. Luckily, for the children’s health not every flavor is kid friendly. In any event the children of Lares are fortunate to have one such as Dr. Cristina Jimenez-Gonzalez watching over their health.</p>
<p>In 2000 Cristina Jimenez-Gonzalez received her M.D. from the Universidad Autonoma de Guadalajara. She spent her residency in pediatrics at Hospital Regional Ramon Ruiz Arnau in Bayamon, P.R., which she finished in 2006. She is a member of the American Academy of Pediatrics and the Colegio de Medicos de P.R.</p>
<p>Children are an essential part of her home life. Dr. Jimenez-Gonzalez and her husband have a five year old boy and a daughter is on the way. In addition to spending time with her family, Cristina enjoys traveling, going to the beach, and reading.</p>

<p>In the contemporary day to day world, there are probably no two words that strike more fear in one than: “Computer Crash”.  In such distressing cases one looks to the sky and hopes for someone with the knowledge and ability to come to the rescue. In Manchester, New Hampshire William T. Morris III has been the answer to these hopes as he is a master computer technician who has worked for Non-Profit organizations and the military.  As a computer technician Mr. Morris is well versed in the building or configuring of new hardware, installing and updating software packages, and creating and maintaining computer networks. In addition, his skills as a repair technician allow him to inspect computers, laptops, monitors, servers, and printers in order to determine what the problem is. They look for broken items, burned out components or other issues. Once they have diagnosed the problem, they can either repair the unit or replace the damaged part with a new one.</p>
<p>Mr. Morris has two college degrees to his credit: a Bachelor&#8217;s in Computer Science from the City Colleges of Chicago and a Bachelor&#8217;s of Business Management from the<br />
University of Maryland. Throughout his career he has garnered many forms of recognition such as Awards from National Security Agency, NSA and many awards from Wang Labs.  Wang Laboratories was a computer company founded in 1951 by Dr. An Wang and Dr. G. Y. Chu that early on was a major rival to IBM. Mr. Morris is currently retired from the private sector, and presently is open to utilizing his computer expertise in the public sector.</p>
<p>Family will always be more of a constant than work. One can retire from work, but not from family. This is a fact of life William Morris III is quite thankful for. He has made a home with his wife Linda and their children: Kraig, Kristine, and Lisa. Although William Morris III is in a modern and technical field, he does have nostalgia for retro pastimes. He has an interest in HO scale model trains. Though first invented in the 1930s, HO scale model trains didn’t become popular in the U.S. and Europe until the 1950s when the scale was heavily promoted by Märklin, Lionel, Athearn, and others. William also enjoys soccer.</p>

<p>In the early days of the study of optics, the practitioners of this branch of science saw this discipline as elemental. To answer the question of “How we see” has a twofold answer – one based in philosophical perspective and the other in the mechanics of how sight works. It is no wonder that this field has a broad influence over the areas of astronomy, design, and ophthalmology. This broad influence affected the world. Egypt has ophthalmological recipes dated before 1500 B.C.; Ancient Greece fostered this science’s development, and it had spurts of growth in the Middle Ages and the seventeenth century. This science has continued to develop since the seventeenth century brought Johannes Kepler’s breakthrough theoretical triumph on the subject of the retinal image. Roger David McLeod is a present day explorer in this field. He is an Associate Professor of Physics at the <a href="http://www.uml.edu">University of Massachusetts at Lowell</a>. His expertise is the theory of vision and leads the research and development for Naturoptics for Safe Recovery of Vision.</p>
<p>Naturoptics for Safe Recovery of Vision is a company that specializes in the treatment of eye diseases and conditions. Mr. McLeod has been in his position for over thirty years. In 1969 The McIntosh classification was adopted as the standard for international exchange of solar geophysical data. The McIntosh classification was designed to broaden the field of structural and dynamic aspects of sunspot groups that were noted by observers and flare forecasters and incorporate this data in order to the enhance correlation with flares. The McIntosh classification makes a meaningful distinction between flare-active and non-flaring active regions.</p>
<p>Flare predictions today still rely on sunspot observations. Sunspots can be observed through small and inexpensive telescopes. This allows for data to be available every day from observatories at all Earth longitudes. By using a simple system of classification, remote synoptic observatories are able to report sunspot data quickly and consistently without expensive image processing. Sunspot observations often detect changes in magnetic fields that relate to the location and time of larger flares by virtue of their high-resolution representation of strong magnetic fields.</p>
<p>The sun, as always, is an inexhaustible source of inspiration for Patrick McIntosh. The drive to learn more about the Earth’s most important star sent Patrick to earn an Associates Degree in Physics and a Bachelors Degree in Astronomy from Harvard University. Currently Patrick S. McIntosh is the owner of McIntosh Squared Graphics. He maps the sun with solar monitoring and solar physics. He is a member of the American Astronomical Society - the Solar Physics Division and the National Association of Solar Physics. As a member of the International Astronomical Union, IAU, Mr. McIntosh participates in the Division II Commission 10 Solar Activity and Division II Sun &amp; Heliosphere. He has been invited around the world to speak on this area of expertise. Some of the countries he has lectured in are Japan, China, Australia, and New Zealand.</p>

<p>In Army parlance 70B pertains to a position as a Health Services Administration Officer. Captain Kirstin R. Strobel heeds the call of duty to her country and her fellow servicemen in her position as Health Services Administration Officer. Currently she is based at a local Army hospital in Kentucky.</p>
<p>Capt. Kirstin Strobel recently served in a Logistical unit in Afghanistan where she helped rebuild a community as an officer in the Commander’s Emergency Response Program (CERP) for the 101st Sust Bde “Lifeliners”. The team of Lifeliners at Hairatan donated cribs, desks, and school supplies to a day care which supports the employees of the port and railroad. “Mainly what we bought was toys and kitchen equipment, so they could lay the foundation of a safe environment for the kids, where they could also learn,” Capt. Strobel said. That summer the Lifeliners donated air conditioners to the building, which were much needed as the temperature outside often reached 130 degrees. The day care center was just one of the focuses of renovation in the local community. In addition the 101st assisted in the building of a road and helped to refurbish a mosque in the port. “We also donated school supplies that were sent from the states, and the soldiers here built some desks, so those were sent over there. It’s really a well-rounded message we’re sending them. They see that we’re here for the men, we’re here for the women, and we’re here for the community in general,” continued Capt. Strobel.</p>
<p>Her Army career has also taken Kirstin to South Korea where she served in an Aviation unit in South Korea. Prior to deployment to Afghanistan she provided medical services for officers and troops to ensure that they were medically ready for combat.  She has earned a Bachelor&#8217;s Degree in General Arts &amp; Science-Humanities from Penn State University. Capt. Strobel looks forward to the opportunity of managing a hospital ward or small clinic, maybe in a VA hospital. She is a Member of Silver Caduceus Society, based on her work in medical services. She has been decorated with a Bronze Star Medal, an Army Achievement Medal, and an Army Commendation Medal.</p>

Varney is an essential member of the laboratory facilities at <a href="http://www.waynehealth.org">Wayne  Memorial Hospital</a> in Goldsboro, North Carolina. Presently, Ms. Varney is a Chemistry Lead Technologist, a supervisory position which oversees daily activities in the chemistry section of the lab and maintains clinical instrumentation and quality control for all tests performed.</p>

<p class="MsoNormal">Ms. Varney’s academic training took place at Auburn University where she earned her Bachelor&#8217;s Degree in Clinical Laboratory Science and Medical Technology. She began her career at <a href="http://www.waynehealth.org">Wayne Memorial  Hospital</a> in May of 1993 as a 2nd Shift Generalist Ms. Varney was promoted four years later to the position of Microbiology Bench Technologist. In January of 2006 Ms. Varney rose to her current position of Chemistry Lead Technologist. It is a mark of her dedication to her work that next year will be her twentieth year with <a href="http://www.waynehealth.org">Wayne  Memorial Hospital</a>.</p>
